While seeking re-election, the Mayor of a crime-ridden city and his opponent are assassinated. Two reluctant FBI Agents, John Archer and Mila Driver, must work together to investigate the murder, and discover that City Hall holds more secrets than the identity of the killer. Deep in investigation the partners expose a criminal power conspiracy fueled by an old formidable "secret society." Running out of people they can trust, Archer and Driver find that they themselves have become targets, and must rush to uncover the truth before the death toll rises.
